  一、项目选址:泉州台商投资区东园镇

  二、建设内容和规模:规划筑岛建设长4480米,宽800米,面积4830亩的“人工岛”,主要功能为建设5万吨级以上泊位12个,工作船和游艇泊位各2个,规划通过能力3600万吨。秀涂“人工岛”起步工程建设4个五万吨级泊位+整体筑岛,设计吞吐量465万吨。

  三、建设理由和条件:秀涂“人工岛”工程的建设是泉州实施“大产业、大港口、大城市”发展战略,满足外向型经济发展和适应港口运输大型化、专业化、现代化发展的需要。

  四、效益分析:泉州港秀涂作业区4#-5#泊位工程税后财务内部收益率为6.86%,投资回收期13.6年,资本金净利润率13.63%。6#-7#泊位工程税后财务内部收益率为6.09%,投资回收期14.54年,资本金净利润率10.71%。

  五、项目投资和合作方式:30亿元;合作建设。

  89、Quanzhou Taiwanese Investment Zone - Xiutu Man-man Island Project

  I. Project siting: Quanzhou Taiwanese Investment Zone Dongyuan Town

  II. Description: It is planned to build a man-made island, 4,480 m long and 800 m wide, of an area of

  4,830 mu featuring main function of constructing 12 berths capable for 50,000 tons, 2 berths for work ship and yacht respectively and a planned carrying capacity of 36 million tons. The starting project of Xiutu Man-man Island is planned to contain the construction of 4 berths of 50,000 tons + entire island, with a design handling capacity of 4.65 million tons.

  III. Reasons and conditions: The construction of Xiutu Man-man Island is for meeting the need of Quanzhou city's implementation of "Mega Industry, Large Port and Metropolis" strategy and the development of export-oriented economy and the adaption to the port's expansion, specialization and modernization.

  IV. Benefit analysis: the after-tax financial internal benefit of Berth 4#-5# construction of Xiutu Site in Quanzhou Port is 6.86%, with a pay back period of 13.6 years and capital net profit rate of 13.63%. The after-tax financial internal benefit of Berth 6#-7# construction is 6.09%, with a pay back period of 14.54 years and capital net profit rate of 10.71%.

  V. Investment and cooperation: RMB 3 billion; cooperative construction.

  VI.Progress of the preliminary work: (I) the seismic safety evaluation has been responded to by the Provincial Seismological Bureau. (II) Plans of Sea Regional Utilization of Quanzhou Tuxiu Man-made Island has been responded to by the State Oceanic Administration. (III) Environment Impact Assessment has been responded to by Fujian Provincial Department of Environmental Protection. (IV) The Maritime Environment Impact Assessment has been responded to by Fujian Provincial Department of Ocean and Fisheries. (V) The Ship Navigating Safety Evaluation has been responded to by the Provincial Maritime Safety Administration.

  (VI) The construction survey of all stages have been completed. (VII) All demonstrations required for acquiring stockyards have been started. (VIII) The shoreline examination & approval is being dealt with.

  (IX) Tonggang Approach Bridge is completed of construction.

  90、泉州市境内四条高速公路项目

  一、建设内容和规模:泉州市四条收费还贷性质的高速公路捆绑引资,包括泉州市环城高速公路晋江至石狮段(简称“晋石高速”)、泉州市环城高速公路南安至石井段(简称“南石高速”)、泉三高速公路安溪连接线(简称“双安高速”)、泉厦漳城市联盟路泉州段高速公路(简称“泉厦漳联盟线”)。

  (一)晋石高速总里程约34.1公里,其中主线里程约17.9公里,设计行车速度为100公里/小时;围头疏港支线里程约16.2公里,设计行车速度为100公里/小时。主线及围头疏港支线起点至龙湖互通段共25.3公里采用六车道高速公路标准,路基宽33.5米;支线龙湖互通至终点8.8公里采用四车道高速公路标准,路基宽26米。

  (二)南石高速总里程42.08公里,(其中主线全长40.852公里,连接线1.229公里),设计时速100公里/小时,路基宽度33.5米,双向六车道。主线设收费站1处,管理分中心1处,养护工区1处,服务区1处。

  (三)双安高速全长15.24公里,全线采用四车道高速公路标准,设计速度为100公里/小时,路基宽度26米,全线设有1个收费站。

  (四)泉厦漳联盟线全长约28公里。本项目全路段按六车道高速公路标准建设,设计速度100公里/小时,路基宽度33.5米,其它技术指标按部颁《公路工程技术标准》JTGB01-2003中的规定。

  二、建设理由和条件:上述项目的建设是完善路网布局的需要,是扩大对台交流合作的需要,是建设海峡西岸经济区的需要,是适应交通量迅速增长的需要,是促进区域经济发展的需要。

  三、效益分析:

  四、项目投资和合作方式:

  (一)晋石高速工程可行性研究报告投资估算47.32亿元人民币,初设批复概算40.08亿元,其中:资本金14.02亿元,银行贷款26.06亿元;泉州晋石高速公路有限责任公司100%的国有股权;

  晋石高速公路已建成通车,根据《企业国有产权转让管理暂行办法》和《收费公路权益转让办法》的有关规定,上述国有股权转让后,公路属性将由政府还贷高速公路变更为经营性收费高速公路,并办理公路收益权(含服务区,不含加油站)转让手续,公路收益权(含服务区,不含加油站)期限可在原有15年基础上申请延长5年,延长后公路收益权期限为20年,具体以政府批复为准。

  (二)南石高速项目概算总投资42.02亿元人民币,其中:项目资本金14.71亿元,银行长期贷款27.31亿元;泉州南石高速公路有限责任公司100%的国有股权;

  (三)双安高速项目概算总投资14.99亿元人民币,其中,资本金5.25亿元,银行贷款9.74亿元;泉州双安高速公路有限责任公司的100%国有股权,根据《企业国有产权转让管理暂行办法》的有关规定,本次拟对泉州南石高速公路有限责任公司和泉州双安高速公路有限责任公司的100%国有股权进行转让,由于上述公司所承建的高速公路尚未建成通车,转让后可申请按经营性公路进行经营,公路收益权期限可申请延长至25年,具体以政府批复为准。

  (四)泉厦漳联盟线项目估算投资54.05亿元人民币,其中,项目资本金18.92亿元,银行贷款35.13亿元;项目拟对投资人进行招标,采用BOT方式建设、运营泉厦漳联盟线。公路收益权期限最长为25年,具体以政府批复为准。

  五、前期工作进展情况:

  (一)晋石高速已于2012年12月31日通车运营,并按闽政文〔2012〕447号文批复的标准收费。

  (二)南石高速已在建,预计2014年通车运营。

  (三)双安高速已在建,预计2014年通车运营。

  (四)泉厦漳联盟线项目正进行前期工作,预计2016年建成通车。

  90、Four Highways Project in Quanzhou

  I. Description: The project contains the binding investment introduction for four toll expressways (loan payment) in Quanzhou, including Jinjiang-Shishi section of Quanzhou ring expressway (the "Jin-Shi Expressway"), Nan'an-Shijing section of Quanzhou ring expressway (the "Nan-Shi Expressway"), Anxi connection way of Quanzhou-Sanming expressway (the "Double An Expressway") and Quanzhou section of Quan-Xia-Zhang union expressway (the "Quan-Xia-Zhang Union Expressway").

  (I) Jin-Shi Expressway is 34.1 km in total, of which main line is 17.9 km with a design running speed of 100 km/h and Weitou Port branch is 16.2 km, with a design running speed of 100 km/h. The main line and Weitou Port branch is 25.3 km from the starting point to Longhu section, provided with six-lane standard way with roadbed of 33.5 m wide; the branch Longhu section to the final point is 8.8 km, provided with four-lane standard way with roadbed of 26 m wide.

  (II) Nan-Shi Expressway is 42.08 km in total (of which the main line is 40.852 km and the connecting line is 1.229 km), with a design running speed of 100 km/h, roadbed of 33.5 m wide, on a six-lane way. The main line is provided with one toll station, one management sub-center, one maintenance work area and one service area.

  (III) Double An Expressway is 15.24 km in total with the whole line on four-lane standard way, a design speed of 100 km/h, roadbed of 26 m wide, with one toll station.

  (IV) Quan-Xia-Zhang Union Expressway is 28 km in total. The Expressway is constructed according to the six-lane standard, with a design speed of 100 km/h, roadbed of 33.5 m wide. Other specifications comply with the Technical Standard of Highway Engineering JTGB01-2003.

  II. Reasons and conditions: the construction of the above Project is out of the need of completing the road network, expanding cooperation with Taiwan, constructing West-Straits Economic Area, adapting to the rapid increase of traffic volume and of promoting the growth of regional economy.

  III. Benefit analysis (unit: 10,000 yuan)

  IV. Investment and cooperation:

  (I) The Feasibility Study Report of Jin-Shi Expressway project provides an estimated investment of RMB 4.732 billion and the governmental response to the preliminary design is an estimated RMB 4.008 billion, of which capital base is RMB 1.402 billion and bank loan is RMB 2.606 billion; Quanzhou Jin-Shi Expressway Co., Ltd. holds 100% state-run stock right;

  Jin-Shi Expressway has been completed and opened for traffic. According to the Interim Measures for the Management of the Transfer of the State-owned Property Right of Enterprises and Measures for the Transfer of Rights and Interests in Toll Roads, the road property will be changed from governmental load payment to operational toll expressway after the above state-owned is transferred, and will procure transference of road income right (covering service areas but not gas station), whose duration can be extended by 5 years based on the original 15 years and the extended duration will be 20 years in total, subject to governmental responses and approvals.

  (II) The Feasibility Study Report of Nan-Shi Expressway project provides a total investment of RMB 4.202 billion of which capital base is RMB 1.471 billion and bank long-term loan of RMB 2.731 billion; Quanzhou Nan-Shi Expressway Co., Ltd. holds 100% state-run stock right;

  (III) The estimated total investment of Double An Expressway project is RMB 1.499 billion, of which capital base is RMB 0.525 billion and the bank loan is RMB 0.974 billion; Quanzhou Double An Expressway

  Co., Ltd. holds 100% state-run stock right. According to the Interim Measures for the Management of the Transfer of the State-owned Property Right of Enterprises, the 100% state-run stock right of Quanzhou Nan-Shi Expressway Co., Ltd. and Quanzhou Double An Expressway Co., Ltd. is planned to be transferred. Because expressways undertaken by the above companies are not open for traffic, it can be applied for operating according to operational highways after transference and the road income right can be applied for extending to 25 years, aubject to the governmental responses and approvals.

  (IV) The estimated investment of Quan-Xia-Zhang Union Expressway is RMB 5.405 billion, of which the capital base is RMB 1.892 billion and the bank loan is RMB 3.513 billion; it is planned to invite bid for investors and apply BOT method to construct and operate Quan-Xia-Zhang Union Line. The road income right duration is at most 25 years, subject to the governmental responses and approvals.

  V. Progress of preliminary work

  (I) Jin-Shi Expressway has been open for traffic on December 31, 2012, and started to collect toll in compliance with the standard of No. MZW[2012]447 response document.

  (II) Nan-Shi Expressway is under construction and is planned to be open for traffic in 2014.

  (III) Double An Expressway is under construction and is planned to be open for traffic in 2014.

  (IV) Quan-Xia-Zhang Union Line is under preliminary work and is planned to be completed and open in 2016.

  91、诏安县梅岭临港工业园区港口码头项目

  一、建设内容、建设规模及选址:诏安县梅岭工业园区规划总用地约868.9公顷,规划岸线2500米(预留1800米),自东北至西南布置3至5万吨级泊位10个,规划年吞吐能力2400万吨。工业园区的招商项目主要为依托港口,发展能源、化工、船舶修造、水产品加工、物流等综合性临港工业园区。项目的建设内容为3万吨至5万吨码头的建设。

  二、项目建设的理由和条件:诏安梅岭工业园区对外交通十分便捷,诏安港区梅岭作业区的主要功能为服务于临海工业项目的工业港区,水深条件较好,岸线底标高达-8.0-12.0米,规划岸线4300米,其中深水(万吨级以上)岸线2775米,后方陆域面积7800亩。

  三、项目总投资:10亿元,利用外资方式:合作或其他

  四、项目前期工作情况:现工业区基础条件较为完备,纵贯园区东西约17公里的疏港公路已通车,贯通南北的漳州滨海大通道已完成可研批复;2000KVA的供电将直接从已建成的诏安下寮变电站、梅岭变电站接线;设计日供水5万吨的工业用水工程已着手进行,供水有保证;港区周边分布赤石湾一级渔港、田厝二级渔港、寮雅、邱城等三级渔港。

  91、Port and Wharf Project of Meiling Port Industrial Park in Zhao'an County

  I. Description: the planned land in Mailing Industrial Zone of Zhao'an County is 868.9 hectares; the planned shoreline is 2500 m (1800 m reserved); it is planned to arrange 10 berths of 3-5 tons from northeast to southwest; the planned annual handling capacity is 24 million tons. The business attraction of the industrial zone is comprehensive port-surrounding zone relying on port, for the development of energy, chemical engineering, vessel building, aquatic product processing, logistics, etc. The construction content of the project is to build 30,000-50,000 tons quay.

  II. Reasons and conditions: Zhao'an Meiling Industrial Zone has a convenient traffic featuring main functions of servicing coastal industrial projects, good water depth, the standard height of shoreline base is -8.0 m to 12.0 m and the planned shoreline of 4,300 m, of which shoreline of deep water (no less than 10,000 tons) is 2,775 m and the back-up land area is 7800 mu.

  III. Total investment: RMB 1 billion. Cooperation mode: cooperation or other.

  IV. Preliminary work: the current basic conditions of the industrial zone is rather complete, with port road connecting east and west of about 17 km open for traffic and the Zhanzhou Binhai large channel connecting north and south receiving responses of the FSRl the power supply of 2000 kVA will be directly connected from Xialiao transformer substation and Meiling transformer substation; the water project of a design daily water supply of 50,000 tons has started, to provide water supply guarantee; the port area has fishing ports distributed around including Chishi Bay (fist level), Tiancuo (second level), Liaoya, Qiucheng, etc. (third level).

  92、厦门港云霄港区项目

  一、项目内容及建设规模:规划通用泊位码头7万吨级泊位3个、5万吨级泊位7个、3.5万吨级散杂货泊位7个、客滚泊位1个。港区陆域纵深1.3公里,形成陆域总面积8.125平方公里,年吞吐能力4000万吨。

  二、项目建设理由和条件:云霄县港区具有风浪小、不冻不淤、陆域岸线长等特点。随着港区货物吞吐量将急剧增加,因此充分利用天然良港的优势,建设具有多用途功能的深水码头泊位是十分必要的。

  三、项目总投资:50亿元。

  四、项目前期工作进展情况:基本完成山前渔港项目建设,做好港区规划和滨海大通道建设,完成海域使用论证。

  92、Project of Yunxiao Port Area, Xiamen Port

  I. Description: it is planned to construct three 70,000-ton berths and seven 50,000-ton berths, seven 35,000-ton break-bulk berths and one roll-roll berth. The port area has 1,3 km deep and 8.125 km2 land area, with annual throughout reaching 40 million tons.

  II. Reasons and conditions: Yunxiao Port Area enjoys slight wind and wave and long land area shoreline without freeze-up period and deposit. As the cargo throughout of the Port Area increases rapidly, it is very necessary to take advantages of the natural favorable port and construct multi-functional deep-water berths.

  III. Total investment: RMB 5 billion.

  IV. Preliminary work: the fishing port project construction in front of the mountain has basically finished; the port planning and coastal roads construction have been done; and the demonstration on sea area use has been finished.

  I. Description: it is planned to construct bonded warehouse, export supervised warehouse, inspection and quarantine building, supervised building, goods inspection warehouse, international logistics office building, international exhibition building, staff dormitory building, logistics comprehensive building, auxiliary building, etc.

  II. Reasons and conditions: located at the hinterland of the "golden triangle" economic zone in the south of Fujian, the Project enjoys very convenient transportation. It is the optimum option for tourism and investment in the area.

  94、Changtai Drinking Water Source Construction Project

  I. Description: the Project plans to mainly pave pipelines with a total length of 50 km, thus ensuring a daily water supply of 80,000 tons.

  II. Reasons and conditions: as the main drinking water source of Changtai County, the Project will benefit a population of 300,000.

  III. Total investment: RMB 400 million. Cooperation form: Joint venture.

  IV. Analysis on expected economic benefits: the annual revenue is expected to be RMB 64,386,000 and a net profit at least RMB 35 million after deducting the operating cost and the equipment depreciation fee.

  V. Preliminary work: the feasibility study report has been approved; it is planned to complete the initial design approval in June 2013, finish the construction drawing design and bidding and start the construction by the end of 2013, and put into use in 2015.

  95、长泰县入漳第二通道长泰段( 状元大道 )建设项目

  一、项目内容及建设规模:项目按城市一级主干道标准设计,设计时速60㎞/h,双向八车道,路基宽60米,为沥青混凝土路面。

  二、项目建设理由和条件:该项目作为局部区域加密道路,建成后有利于减轻省道官九线长泰、龙文段交通压力,减少安全隐患。建成通车后,长泰入漳州市区仅需10分钟车程。

  三、项目总投资:2.5亿元。采用BT方式。

  四、项目前期进展情况:状元大道长泰段一期工程长985米已开工建设。

  95、Construction Project of Changtai Section(Zhuangyuan

  Road) of the Second Channel for Changtai County Accessing to Zhangzhou

  I. Description: the Project plans to construct and design a double-way eight-lane road according to the Class I urban standard for arterial roads in asphalt concrete pavement, with a designed running speed of 60 km/h and a roadbed width reaching 60 m.

  II. Reasons and conditions: as a road for increasing the density of road network, the Project, after completion, will be beneficial to relieve the transportation stress of Changtai and Longwen sections of Provincial Guanjiu Line and reduce potential safety risks. After the Project is completed and put into use, it would only be 10-min drive from Changtai to Zhangzhou.

  III. Total investment: RMB 250 million. BT mode is planned to be adopted.

  IV. Preliminary work: the Phase I work with a length of 985 meters of Changtai Section of Zhuangyuan Road is under construction.

  96、Zhangpu Chaoyang Reservoir Construction Project

  I. Description: the Project plans to construct a reservoir with a water area under control above the damsite covering 102.2 km2, a total storage capacity of 43,810,000 m3, regulating storage capacity of 36,590,000 m3 and a supporting power station having an installed capacity reaching 5000 kW.

  II. Reasons and conditions: the construction of Chaoyang Reservoir will guarantee the water supply of Zhangpu County and its townships as well as the irrigated area, increase 48,880,000 m3 available water supply for Zhangpu County and its townships, and broaden 41,200 mu irrigation guaranteed agricultural area.

  III. Total investment: RMB 690 million. Cooperation form: Joint venture or cooperation.

  IV. Preliminary work: the Project proposal has been approved and the environmental influence report has been entrusted for preparation.

  97、Zhao'an Meiling Port Wharf Construction Project

  I. Description: Meiling Operating Area plans to have a 4390-meter-long shoreline, cover a land area of 5,197,000 m2 and include 19 deep-water berths of above 10,000 tons, among which 14 is applicable for 50,000 tons.

Reasons and conditions: in 1987, Meiling Operating Area of Zhao'an Port Area was approved by Fujian Provincial Government to be a mooring point for vessels from Taiwan and a small-amount trading point towards Taiwan. It is a Class II open port of China. Meiling Industrial Park is well equipped with infrastructures.

Reasons and conditions: Fuding (boundary of Fujian and Zhejiang) to Ningde Jiaocheng Section of Multiple Track of Shenyang-Haikou Expressway is an important part of expressway network in the Western Taiwan Straits Economic Zone. Accelerating the construction of the Project has a great magnificence for the perfection of the regional road network structure and improvement of economic and social development of Fuding and Zherong. Thus, the Project is essential.

  IV. Analysis on expected economic benefits: The economic net present value (ENPV) will reach RMB 985 million and the economic internal rate of return (EIRR) will be 11.39% (larger than 8%, the social discount rate).

  I. Description: the Bridge is planned to be 526.959 meters (a construction length of 455 meter), with a roadbed section being 65 m long and 36 m wide and a bridge section being 390 m long and 33 m wide.

  II. Reasons and conditions: Bachimen Bridge Project is one of the key projects of Fuding City. The road section flatly links with Jiangbin Road at the north, crosses Shacheng Port southward and then flatly links with the south connecting line of Bachimen Bridge. The whole line of the bridge site is straight. The construction of the Project will contribute to the increase the land utilization value of the undeveloped urban area and play an critical role in reflecting the styles and features of the coastal city.

  110、Youxi (Banmian)-Shaxian Section in Xiamen- Shaxian Expressway

  I. Description: the expressway starts from Banmian Township in Youxi County, junction of Quanzhou City and Sanming City, and ends in connection with interchange of interprovincial crossing of Fuyin Expressway (Fuzhou-Yinchuan Expressway) with the total length of 58.7 km.

  II. Reasons and conditions: the Project is aimed at perfecting the expressway network of the Western Taiwan Straits Economic Zone, building the fast track between Xiamen and inland provinces through Sanming City to Nanchang, strengthening economic cooperation between the Western Taiwan Straits Economic Zone and inland provinces, expanding the radiating area of the western economy and enhancing agglomeration capacity of the Western Taiwan Straits Economic Zone.

  III. Total investment: RMB 5.09 billion. Cooperation form: BOT.

  IV. Analysis on expected economic benefits: the financial internal rate of return (FIRR) of the Project is 5.65%, higher than 3.47% the benchmark financial discounting rate. Financial net present value (FNPV) is RMB 535 million, dynamic investment-payback period (Pt) is 16.1 years.

  111、海西高速公路网厦沙线泉州德化段

  一、项目内容及建设规模:设计速度80公里/小时,采用四车道标准,路基宽度24.5米。

  二、项目建设理由和条件:本项目的建设可构筑海峡西岸经济区闽南一翼通往闽西北山区的最便捷通道,将进一步完善海峡西岸经济区高速公路网,强化海西经济区与中西部地区之间的经济协助。有利于加强山海协作,实现福建中西部地区经济崛起,促进福建均衡协调发展;有利于构建东南沿海重要疏港通道;有利于构筑福建省旅游快速快速交通网,推动省际旅游区域合作,充分发挥旅游经济带动作用。

  三、项目总投资:45.62亿元。合作方式:BOT。

  四、项目经济效益分析:内部收益率4.83%,投资回收期16.09年。

  111、Quanzhou Dehua Section of Xiamen-Shaxian Expressway in Expressway Network of the Western Taiwan Straits

  I. Description: the road is planned to comply with four-lane standard with a designed running speed reaching 80 km/h and a roadbed being 24.5 m wide.

  II. Reasons and conditions: the Project will become the most convenient channel of the Western Taiwan Straits Economic Zone, connecting the south area of Fujian to the northwest mountain area of Fujian, further improve the expressway network in the Western Taiwan Straits Economic Zone, and strengthen the economic assistance between the Western Taiwan Straits Economic Zone and central and western regions. It is beneficial to enhance cooperation between mountain regions and coastal regions, boost economic growth in central and western Fujian Province, thus promoting coordinated development of Fujian Province; beneficial to construct key communication channels to the southeast coastal area; to form rapid and fast tourism transportation network in Fujian, thus promoting cooperation among tourism regions and making tourism drive economic development.

  III. Total investment: RMB 4.562 billion. Cooperation form: BOT.

  IV. Analysis on expected economic benefits: The internal rate of return will be 4.83% and the investment will be recovered in 16.09 years.

  V. Preliminary work: the engineering feasibility report has been replied and approved and the preliminary design has been submitted for approval.
