　　一、项目内容、建设规模及选址：占地3300亩，建设年产16万斤生态茶生产线，建成以红茶文化休闲展示为中心，形成 “肉桂、奇丹、金铜钱、金毛猴、105、301、303、305、奇兰、黄玫瑰、紫玫瑰、雀舌、水仙、玉麒麟”等30多个优质品种茶示范园。项目位于浦城县古楼乡上云村。

　　42. Pucheng Shengyun Ecological Tea Planation Project

　　I. Description: it is planned to establish an ecological tea production line with annual capacity of 160,000 jin (1/2 kilogram) covering 3,300 mu and a plantation demonstration park with more than 30 high quality varieties like "Rougui, Qidan, Jintongqian, Jinmaohou, 105, 301, 303, 305, Qilan, Huangmeigui, Zimeigui, Queshe, Shuixian and Yuqilin" centering on black tea cultural leisure demonstration. The Project is planned to be located in Shangyun Village, Gulou Town, Pucheng County.

　　II. Reasons and conditions: the Project has 3,300 mu natural ecological tea plantation at 1,000-1,370 m with beautiful environment and is the largest cloud mountain tea base in Fujian Province. All tea produced in the Company is managed by original ecological production method without fertilizing and using pesticide and herbicide. The Project adopts fully-closed operation management with complete tea processing machine and auto assembly line work. The produced high mountain tea is a top-grade product featured by fleshy leaf and good taste and can be boiled for several times.

　　43、永春现代农业示范区

　　一、项目内容、建设规模及选址：选址于五里街镇高垅村，项目总投资8000万元人民币，规划面积1000多亩,主要建设球型智能温室、现代化栽培技术示范基地、花卉苗木繁育基地及交易中心、名贵中药材繁育基地、无公害果蔬生产基地及配送中心等。

　　43. Yongchun Modern Agricultural Demonstration Zone

　　I. Description: it is planned to establish the Project in Gaolong Village, Wulijie Town. The total investment is estimated to be RMB 80 million and the planned area is over 1,000 mu. The Project mainly includes ball-type intelligent greenhouse, modern cultivation technology demonstration base, flowers and plants base and trading center, breeding base of traditional Chinese herbal medicine, pollution-free garden stuff production base and distribution center, etc.

Reasons and conditions: it is planned to establish pioneering zone for modernized agriculture in Yongchun County, nesting zone for agriculture industrialization, demonstration zone for beautiful county construction and leisure area for economic tourism and to make the "Ecological Back Garden" and "Green Industrial District". 　　II. Reasons and Conditions: Zhenghe Black Tea Garden covers an area of 80,000 mu, producing 8,000 tons of black tea per year. As one of three Min Congou black tea varieties, Zhenghe Congou enjoys a production history of 150 years.

　　一、项目内容及建设规模：拟通过围海，建设200亩的海水养殖池塘，年投放各种石斑鱼种苗100万尾，年产商品石斑鱼200吨，其他水产品100吨。

　　二、项目建设理由和条件：石斑鱼集约化养殖，既可解决市场的需求，又可保护石斑鱼野生资源。项目选择海域属平海湾，水流畅通，周边无工业、农业污染，水质符合养殖用水标准，自然条件优越，且气候适宜，路、电、通讯等设施完善。

　　四、项目经济效益分析：内部收益率为13.8%，投资利润率为34.7%，投资回收期3年。

　　52. Putian Garrupa Intensive Cultivation Base

　　I. Description: It is proposed to construct a mariculture pond of 200 mu through coast reclamation works. An annual production of 200 tons of commodity garrupa and 100 tons of other aquatic products will be achieved via 1 million seedlings per year.

　　II. Reasons and conditions: Intensive cultivation of garrup will not only meet market demands but preserve wild garrupa. As a part of Pinghai Bay, the Project area enjoy favorable conditions: smooth water flowing, industrial/agricultural pollution-free surrounding, advantageous natural conditions, pleasant climate and complete facilities as road, electricity and communication.

　　二、项目建设理由和条件：项目所在地气候条件适合食用菌生长，目前已建设姬松茸、香菇、蘑菇、金针菇、黑木耳等基地，食用菌产业初具规模，市场物流链已经形成，市场购销体系完备，适合食用菌产业规模发展。

　　I. Description: Covering an area of 300 mu, the Project aims to build the preprocessing workshop of 14,000 m2, the aseptic production workshop of 180,000 m2 and the refrigerated storage of 3,000 m2.

　　II. Reasons and conditions: The Project enjoys a climate suitable for edible fungi cultivation. Until now, cultivation bases for agaricus blazei murill, mushroom, flammulina velutipes and black fungus have been completed, the edible fungi industry begun to take shape, the logistics chain established and the marketing system perfected. All conditions are set for scale development of edible fungi industry.

　　一、项目内容及建设规模及地址：建设金线莲组培育苗基地，占地55.6亩，新建金线莲林下种植基地9850亩。

　　二、项目建设理由和条件：永安是野生金线莲分布最为丰富的中心产区，为国内惟一的“中国金线莲之乡”。在保护野生金线莲生长环境的同时，大力开发金线莲人工种植，力争2-3年内通过金线莲药材GAP示范基地认证，天然林下套种金线莲2万亩。

　　55. Yong'an. Anoectochilus Formosanus Industrialization Project

　　I. Description: to construct a tissue cultured anoectochilus formosanus base of 55.6 mu and a new anoectochilus formosanus under-forest cultivation base of 9,850 mu.

　　II. Reasons and conditions: As the only "Village of Anoectochilus Formosanus" in China, Yong'an enjoys the richest wild anoectochilus formosanus. The Project aims to obtain GAP demonstration base authentication of anoectochilus formosanus and realize an interplanted anoectochilus formosanus base of 20,000 mu in 2-3 years through vigorous development of artificially cultivated anoectochilus formosanus while preserving growing environment of wild anoectochilus formosanus.

　　56、永安乡土药用植物林下培育技术研究与示范推广

　　一、项目内容及建设：建立中试与示范基地面积3200亩，带动周边村建立生态公益林下推广套种基地面积5000亩。

　　二、项目建设理由和条件：福建省永安天宝岩国家级自然保护区是野生观赏植物、药用植物、芳香植物等植物资源的天然宝库。区内具有维管束植物185科699属1 573种，已查明药用植物资源873种。区内植物资源十分丰富，为项目乡土药用植物筛选、培育与示范提供了坚实的种源基础。

　　三、项目总投资：6665万元。

　　四、项目经济效益分析：可实现毛利润6855万元，实现净利润5484万元，投资回收期4年。

　　56. Research and Demonstration Project on Under-forest Cultivation Technology of Yong'an Medicinal Plant

　　I. Description: to construct a pre-production and demonstration base of 3,200 mu, thus leading surrounding villages to construct a 5,000 mu non-commercial forest base which promotes under-forest interplanting.

　　II. Reasons and conditions: Fujian Yong'an Tianbaoyan National Nature Reserve is a natural treasury of wild ornamental plants, medicinal plants and aromatic plants. The district has 1,573 kinds of vascular plant species belonging to Family 185, Category 699 and confirmed medicinal plants about 873 kinds. Such abundant plant resource provides solid foundation for selection, cultivation and demonstration of local medicinal plants.

　　III. Total investment: RMB 66.65 million.

　　IV. Analysis on expected economic benefits: The gross profit is expected to be RMB 68.55 million, the net profit RMB 54.84 million and the investment payback period 4 years.

Preliminary work: The feasibility study report and environment assessment report have been finished; selection of local medicinal plant with higher economic benefit as well as research of relevant cultivation technology have been completed; a phyllostachys pubescens forest interplanting demonstration base of 80 mu is also developed.

　　一、项目内容及建设规模：围垦面积11423亩，海堤全长1945米，排洪闸2座13孔，总净宽65米，纳潮闸2座5孔，总净宽15米。

　　二、项目建设理由和条件：渔井围垦工程位于福鼎东南方硖门乡与太姥山镇的秦川湾内，属于港湾式围垦工程，海堤全长1.945公里，围垦面积1.1423万亩。工程地形为喇叭口型，堤前方有小岛屿可作为屏蔽，地形条件良好。

　　三、项目总投资：93799万元，采取BT投资。

　　四、项目经济效益分析：预计5-6年可收回投资

　　五、项目前期工作进展情况：已完成国家级海域使用预审，项目工可报告、海洋环评、海域论证正在编制。

　　57. Fuding Fishing Well Reclamation Project

　　I. Description: The Project covers an area of 11,423 mu, with a seawall measuring 1,945 meters long, two 13-hole drainage sluices measuring 65 meters wide and two 5-hole tidal barrages measuring 15 meters wide.

　　II. Reasons and conditions: The Reclamation Project lies in between Xiamen Township in the southeast Fuding and Qinchuan Bay of Taimushan Township. It is a harbor-shaped reclamation project with the seawall measuring 1.945 km and the area 11,423 mu. The Project has a advantageous terrain condition: broadening terrain and an island in front of seawall which can be served as screening.

　　III. Total investment: RMB 937.99 million. It is planned to adopt BT investment mode.

　　IV. Analysis on estimated economic benefits: The investment payback period will be 5-6 years.

　　V. Preliminary work: The preliminary hearing of access to national waters has been finished. The feasibility study report, marine environment assessment and demonstration on waters are in progress.

　　一、项目内容及建设规模：该项目占地300亩，建设食用菌标准化、工厂化生产产房20000平方米，年生产银耳、花菇等珍稀食用菌约8万吨。

　　二、项目建设理由和条件：古田县是中国著名的食用菌之都，年产银耳、茶树菇、猴头菇等各类食用菌70多万吨，但食用菌精深加工不足。因此急需引进建设大型科研、生产、加工一体化食用菌加工龙头企业，以带动全县食用菌产业步入新的台阶。

　　I. Description: Covering an area of 300 mu, the Project aims to build a production factory of 20,000 m2 for standardized and industrialized production of edible fungi, and achieve an annual output of 80,000 tons of valuable edible fungi like tremella and flower mushroom.

　　II. Reasons and conditions: As a famous edible fungi city, Gutian has an annual output of 700,000 tons of edible fungi including tremella, agocybe cylindracea and hericium erinaceus. However, Gutian lacks enterprises engaged in deep processing of edible fungi. It is thus an urgent need to introduce leading processing enterprises which integrates research, production and processing of large edible fungi so as to push Gutian edible fungi industry to a new stage.
